The government that the system throws up should enjoy the strength and stability necessary for the security , development and welfare of the people and those called upon to govern should remain responsible to the people and their representatives . लोकतंत्र जो सरकार देता है , उसे सुरक्षा , विकास और जनकल्याण के लिए जरूरी बल एवं स्थिरता प्राप्त होनी चाहिए और जिन लोगों से शासन की अपेक्षा की जाती है , उन्हें जनता तथा उनके प्रतिनिधियों के प्रति उत्तरदायी रहना चाहिए .
