English shall be used and where Hindi is used for communication between a Hindi and a non-Hindi State , such communication shall be accompanied by an English translation . लेकिन दो या दो से अधिक राज्यों को छूट होगी कि वे अपने बीच पत्रादि के लिए हिंदी के प्रयोग के बारे में सहमत हो जाएं ( अनुच्छेद 346 ) .

If a substantial proportion of the population of a State demand and the President is satisfied , he may order that the language used by them may also be officially recognized throughout the State or in any part thereof for such purposes as may be specified . संघ की राजभाषा के रूप में प्रयोग के लिए प्राधिकृत भाषा राज्यों के बीच तथा राज्यों और संघ के बीच पत्रादि की राजभाषा होगी .
