It is only when a parliamentary official is specifically asked for advice on a matter relating to parliamentary work that he may furnish factual information and not advance opinions . जब संसदीय अधिकारी से विशेष रूप से कहा जाय कि वह संसदीय कार्य से संबंधित किसी मामले पर परामर्श दे तभी उसे तथ्यात्मक जानकारी सदस्यों को उपलब्ध करनी चाहिए और उस पर अपनी राय नहीं देनी चाहिए .

He has to make sure that factual information supplied to the Speaker is correct in every respect , that all the relevant rulings and precedents pertaining to an issue are placed before the Chair to facilitate right decisions being taken . उसे यह निश्चित कर लेना चाहिए कि अध्यक्ष को दी जाने वाली तथ्यात्मक जानकारी पूर्णतया सही हो , और किसी मामले से संबंधित सभी संगत विनिर्णय एवं पूर्वोधारण पीठासीन अधिकारी के समक्ष रखे जायें ताकि उसे सही फैसले करने में सुविधा हो .
