When Slovenia notified the UN Secretariat in 1995 of its succession to Yugoslavia's ratification of the Convention ( continuing the agreement ), it included a note saying that this system of exclusive economic zones has become part of international law and asserted its rights as a geographically disadvantaged state.

However, the current regime of the oceans enshrined in the 1982 UNCLOS, its annexes, and the 1994 memorandum of understanding, which is a deliberate attempt to design a comprehensive and integrated package containing a balance of interests between coastal states and the international community, including landlocked and geographically disadvantaged states, is not sufficient to deal with the problems of today.
