Before we formulate such a plan of national development , which is likely to cover all branches of material and cultural life of the country , we must be clear in our minds about our objective and the basic considerations which should govern such a plan . राष्ट्रीय विकास की इस योजना में संभवतया सारे देश के मौलिक और सांस्कृतिक सभी पहलुओं को शामिल किया जायेगा , इसलिए इस तरह की योजना के एइल सिद्धांत तय करने के पहले हमें अपने लक्ष्य और उन बुनियादी बातों के बारे में स्पष्ट धारणा बना लेनी चाहिए जिनसे यह योजना नियंत्रित होगी .
