Deputy Secretary of State Thomas R. Nides, who is trying to maintain UNRWA's dysfunctional system. Sadly, the Obama administration has badly botched this issue. A letter from Deputy Secretary of State Thomas R. Nides opposing an earlier version of the Kirk amendment demonstrates complete incoherence. On the one hand, Nides states that Kirk would, by forcing the U.S. government “to make a public judgment on the number and status of Palestinian refugees … prejudge and determine the outcome of this sensitive issue.” On the other, Nides himself refers to “approximately five million [Palestine] refugees,” thereby lumping together real and fake refugees - and prejudging exactly the issue he insists on leaving open. That 5-million refugee statement was no fluke; when asked about it, State Department spokesman Patrick Ventrell confirmed that “the U.S. government supports” the guiding principle to “recognize descendants of refugees as refugees.” दुख की बात तो यह है कि ओबामा प्रशासन ने इस विषय को बडी लापरवाही से लिया। उप गृह मंत्री थामस आर नाइड्स द्वारा किर्क के पूर्ववर्ती संशोधन का विरोध करते हुए जो पत्र लिखा गया वह पूरी तरह असंगतता को दर्शाता है। एक ओर तो नाइड्स कहते हैं कि किर्क अमेरिका सरकार पर इस बात के लिये दबाव डाल रहे हैं कि वह, “ फिलीस्तीनी शरणार्थियों के स्तर के सम्बंध में सार्वजनिक निर्णय करे व इस संवेदनशील विषय के परिणाम को पहले ही निर्णीत करे व इसका फैसला करे” । दूसरी ओर नाइड्स स्वयं ही “ लगभग 50 लाख फिलीस्तीनी शरणार्थी” बता रहे हैं” और इस प्रकार वास्तविक और नकली शरणार्थियों को एकसाथ मिला रहे हैं और जिस मामले को वे खुला छोडने की बात करते हैं उसी के बारे में स्वयं ही पहले ही निर्णय कर रहे हैं। 50 लाख शरणार्थियों की संख्या कोई दुर्घटना नहीं है जब इसके बारे में राज्य विभाग या गृह मन्त्रालय के प्रवक्ता पैट्रिक वेन्ट्रेल ने स्वीकार किया कि उनकी सरकार उस सिद्धांत का समर्थन करती है जिसके अंतर्गत शरणार्थियों के वंशज को शरणार्थी का दर्जा दिया जाता है।
