Democracy is a learned habit, not instinct. The infrastructure of a civil society - such as freedom of speech, freedom of movement, freedom of assembly, the rule of law, minority rights and an independent judiciary - needs to be established before holding elections. Deep attitudinal changes must take place as well: a culture of restraint, a commonality of values, a respect for differences of view and a sense of civic responsibility. लोकतन्त्र एक सीखने वाली आदत है न कि भाव। एक सभ्य समाज की आधारभूत संरचना जैसे अभिव्यक्ति की स्वतन्त्रता, आवागमन की स्वतन्त्रता, एकत्र होने की स्वतन्त्रता, विधि का शासन, अल्पसंख्यक का अधिकार और निष्पक्ष न्यायपालिका की स्थापना होनी चाहिए फिर चुनाव कराये जाने चाहिए। व्यवहार के धरातल पर भी कुछ परिवर्तन होने चाहिए - सहिष्णुता की संस्कृति, मूल्यों की समानता, विरोधी विचारों के लिए सम्मान और नागरिक दायित्यों का बोध।

I cheered this change in direction when it was announced, and still do. But here, too, I find the implementation flawed. The administration is trying to build democracy much too quickly. A mere 22 months, for example, passed between the overthrow of Saddam Hussein and elections for the prime minister of Iraq; in my view, the interval should have been closer to 22 years. Haste ignores the historical record. Democracy has everywhere taken time, and especially so when it builds on a foundation of totalitarian tyranny, as in Iraq. As I wrote in April 2003: जब इस दिशा में परिवर्तन की घोषणा की गई थी तभी मैंने इसका स्वागत किया था और अब भी कर रहा हूं. लेकिन यहां भी इसे लागू करने में मुझे कुछ कमियां दिखाई पड़ रही हैं. प्रशासन बहुत शीघ्र लोकतंत्र स्थापित करना चाहता है . उदाहरण के लिए सद्दाम हुसैन को हटाने और इराक में प्रधानमंत्री के चुनाव में केवल 22 महीने का अंतराल रहा . मेरे दृष्टिकोण में यह अंतराल 22 वर्षों का होना चाहिए था . जल्दबाजी में ऐतिहासिक तथ्यों की उपेक्षा हो जाती है . लोकतंत्र हर जगह समय लेता है और वह भी इराक जैसे स्थान पर जहां उसे अत्याचारी अधिनायकवादी बुनियाद पर खड़ा करना है . अप्रैल 2003 में मैंने लिखा था “ लोकतंत्र एक सीखी जाने वाली आदत है न कि प्रवृत्ति..सिविल समाज के आधारभूत ढ़ांचे जैसे अभिव्यक्ति की स्वतंत्रता , आवागमन की स्वतंत्रता , एकत्र होने की स्वतंत्रता , कानून का शासन , अल्पसंख्यकों के अधिकार तथा एक स्वतंत्र न्यायपालिका जैसे तत्वों को चुनाव कराने से पहले स्थापित किया जाना चाहिए.”
