This same debate, interestingly, is also taking place within conservative circles, where analysts sharing the same basic outlook - that Americans are fighting for their very existence - come to dramatically different conclusions. As for Mr. Kerry's terrorism-as-nuisance idea, Mr. Bush impatiently says he “couldn't disagree more” with it and comments: “Our goal is not to reduce terror to some acceptable level of nuisance.
