The plan was to load half a ton of explosives aboard a commercial ship operated by a crew of suicide sailors.” सद्दाम और अन्य अन्तरराष्ट्रीय आतंकवादियों में कुछ समानता है: अमेरिका के विरुद्ध अनेक षडयंत्रों को लेकर सम्पर्क। 1993 में सद्दाम के एजेंन्टों ने पूर्व राष्ट्रपति जार्ज एच डब्ल्यू बुश की हत्या करने का प्रयास किया था। सउदी दैनिक अल वतन के अनुसार, “ इराक ने 2001 के आरम्भ में अरब की खाडी में अमेरिकी जहाजों पर आक्रमण करने की योजना बनायी थी। योजना थी कि आत्मघाती जहाजचालकों द्वारा संचालित व्यावसायिक जहाज में आधा टन विस्फ़ोटक रखा जायेगा”
