It represents the people in an indirect way in as much as they are grouped into several components of the Union - the States and the Union territories and members of Rajya Sabha are elected by the elected members of the State Legislative Assemblies in accordance with the system of proportional representation by means of single transferable vote -LRB- article 80 -LRB- 4 -RRB- -RRB- . वह अप्रत्यक्ष रूप से जनता का प्रतिनिधित्व करती है क्योंकि उसका समूहन संघ , राज्यों तथ संघ राज्य क्षेत्रों के अनेक अंगों के रूप में होता है और राज्य सभा के सदस्यों का निर्वाचन राज्य विधान सभाओं के निर्वाचित सदस्य आनुपातिक पद्धति के अनुसार एकल संक्रमणीय मत द्वारा करते हैं [अनुच्छेद 80 ( 4 ) ] .

In this spirit, Anwar El-Sadat, Hosni Mubarak, and now Mohamed Tantawi tactically empowered Islamists as a foil to gain Western support, arms, and money. For example, when George W. Bush pressured Mubarak to permit more political participation, the latter responded by having 88 Muslim Brotherhood members elected to parliament, thereby warning Washington that democracy = an Islamist takeover. The apparent weakness of non-Islamists scared the West from further insisting on a transition to political participation. But a close look at the 2005 elections finds that the regime helped the Islamists gain its 20 percent of the seats. इस भावना के अंतर्गत अनवर अल सादात, होस्नी मुबारक और अब मोहम्मद तंतावी ने रणनीतिक रूप से इस्लामवादियों को एक उद्योग के तौर पर बढावा देकर पश्चिमी समर्थन, शस्त्र और धन प्राप्त किया। उदाहरण के तौर पर जब जार्ज डब्ल्यू बुश ने मुबारक पर अधिक लोकतांत्रिक भागीदारी के लिये दबाव डाला तो मुबारक ने उत्तर में सुनिश्चित किया कि मुस्लिम ब्रदरहुड की संसद में निर्वाचित सदस्य संख्या 88 हो गयी ताकि वाशिंगटन को चेतावनी दी जा सके कि लोकतंत्र इस्लामवादियों के नियंत्रण के बराबर है। गैर इस्लामवादियों की प्रत्यक्ष कमजोरी के चलते पश्चिम को भयभीत किया कि वह राजनीतिक भागीदारी के लिये आगे अधिक जोर न दे। लेकिन वर्ष 2005 में हुए चुनावों पर यदि बारीक नजर डालें तो हमें ज्ञात होगा कि शासन ने इस्लामवादियों की सहायता की थी कि वे कुल सीटों का 20 प्रतिशत प्राप्त कर सकें।
