A half millennium ago, democracy reigned nowhere; that it emerged in Western Europe resulted from many factors, including the area's Greco-Roman heritage, rendering-unto-Caesar-and-God tensions specific to Christianity, geography, climate, and key breakthroughs in technology and political philosophy. There was nothing fated about Great Britain and then the United States leading the way to democracy. Put differently: of course, Islam is undemocratic in spirit, but so was every other premodern religion and society. कोई आधा सहस्राब्दी पूर्व लोकतंत्र कहीं भी नहीं था इसने पश्चिमी यूरोप में अनेक कारणों से जन्म लिया जिसमें कि इस क्षेत्र की ग्रीको रोमन विरासत जो कि सीजर के समय तक रही और फिर ईसाइयत के अंदर आपसी तनाव, भौगोलिक स्थिति, जलवायु और साथ ही राजनीतिक दर्शन और तकनीक में कुछ मह्त्वपूर्ण सफलतायें। इनमें से कुछ भी ग्रेट ब्रिटेन और अमेरिका के भाग्य में नहीं था जो कि आज लोकतंत्र का नेतृत्व कर रहे हैं।

My first instinct is readily to agree to a no-fly zone, thereby improving the odds for the valiant opposition. Several factors encourage this instinct: Libya's easy accessibility from U.S. and NATO air bases, the country's flat and sparse geography, the near-universal condemnation of Qaddafi's actions, the urgency fully to restore Libyan oil to the export market, and the likelihood that such intervention will end the wretched 42-year rule of an outlandish and repulsive figure. मेरे अंतःकरण में पहला विचार आता है कि पहले तो नो फ्लाई क्षेत्र के लिये राजी होना चाहिये और उसके बाद बहादुर लडाकों की क्षमता को बढाने में सहायता की जानी चाहिये। अनेक कारण अंतःकरण के इस भाव का समर्थन करते हैं, अमेरिका और नाटो वायुयान अड्डे से लीबिया की निकटता ,देश की धरातलीय भौगोलिक स्थिति , कद्दाफी की कार्रवाई की चतुर्दिक निंदा , लीबिया के तेल को निर्यात बाजार के लिये तत्काल खोलने की आवश्यकता और इस बात की सम्भावना कि ऐसे हस्तक्षेप से 42 वर्ष के शासन के असभ्य और अरुचिकर चरित्र का समापन भी हो सकेगा।

As interest conflicts with principle, consistency goes out the window. Policy wavers between Scylla and Charybdis. Western chanceries focus on sui generis concerns: security interests (the U.S. Fifth Fleet stationed in Bahrain), commercial interests (oil in Saudi Arabia), geography (Libya is ideal for Europe-based air sorties), the neighbors (the Turkish role in Syria), or staving off disaster (a prospect in Yemen). Little wonder policy is a mess. Policy guidelines are needed; here follows my suggested triad: जैसे ही निहित स्वार्थ सिद्धांत से टकराता है वैसे ही संगतता हाथ से निकल जाती है। नीति दो परस्पर विरोधी ध्रुवों पर अटक जाती है। पश्चिम के नीतिनिर्माता कुछ प्रकार की चिन्ता को प्राथमिकता देते हैं जैसे सुरक्षा हित ( बहरीन में स्थित अमेरिका की पाँचवी फ्लीट) व्यावसायिक हित ( सउदी अरब में तेल), भौगोलिक स्थिति ( यूरोप आधारित वायु सेवा के लिये लीबिया आदर्श क्षेत्र है) , पडोसी ( सीरिया में तुर्की की भूमिका) या फिर आपदा को परे रखना ( यमन में जैसी आशंका है) । ऐसे में यह आश्चर्य नहीं है कि नीतियाँ पूरी तरह गडबड हैं।
