I want you to appreicate that the Indian problem is not a purely national problem , but that it affects a large number of other countries directly and the whole world indirectly , in the sense that it directly affects the greatest and most powerful imperialism of our time . मैं चाहता हूं कि आप यह बात समझें कि हिंदुस्तान की समस्या सिर्फ एक मुल्क की समस्या नहीं है , बल्कि इसका असर बहुत-से मुल्कों पर सीधा और सारी दुनिया पर अप्रत्यक्ष रीति से पड़ता है क़्योंकि इसका असर हमारे इस जमाने के एक सबसे ज़्यादा ताकतवर साम्राज़्य पर पड़ता है .

The Consti- tution provides that the Lok Sabha shall consist of not more than 530 members chosen by direct election from territorial constituencies in the States , and not more than 20 members to represent the Union territories , chosen in such manner as Parliament by law provides -LRB- article 81 -LRB- 1 -RRB- -RRB- . संविधान का उपबंध है कि लोक सभा में राज्यों के प्रादेशिक निर्वाचन-क्षेत्रों से प्रत्यक्ष निर्वाचन द्वारा चुने गए 530 से अधिक तथा संघ राज्य क्षेत्रों का प्रतिनिधित्व करने के लिए ऐसी रीति से जो संसद विधि द्वारा उपबंधित करे , चुने गए 20 से अधिक सदस्य नहीं होंगे [अनुच्छेद 81 ( 1 ) ] .

To ensure the independence of this office from the executive government of the day , it has been provided that the Comptroller and Auditor- General shall not be removed from his office except on grounds of proved misbehaviour or incapacity , on an address passed by each of the two Houses of Parliament by two-thirds majority of those present and voting and a majority of the total membership of each House being presented to the President in the same manner as applicable to the judges of the Supreme Court under article 124 -LRB- 4 -RRB- . प्रवर्तमान कार्यपालिका शासन से इस पद की स्वतंत्रता को सुनिश्चित किया जा सके , इसके लिए उपबंध किया गया है कि नियंत्रक-महालेखापरीक्षक को उसके पद से तभी हटाया जा सकेगा जब सिद्ध कदाचार या असमर्थता के आधार पर संसद के प्रत्येक सदन द्वारा , उस सदन की कुल सदस्य संख्या के बहुमत द्वारा तथा उस सदन के उपस्थित और मत देने वाले सदस्यों के दो तिहाई बहुमत द्वारा पारित समावेदन राष्ट्रपति के समक्ष उसी रीति से प्रस्तुत किया जाए जो अनुच्छेद 124 ( 4 ) के अधीन उच्चतम न्यायालय के न्यायाधीशों पर लागू होती है .
