Parliamentary democracy is considered to be a better and more civilized system of government inasmuch as under it debate and discussion on the legislative floor take the place of physical strife on the streets or on the battle fields . संसदीय लोकतंत्र को बहेतर एवं अधिक सभ्य शासन प्रणाली माना जाता है क़्योंकि इसमें गली गली में र्लड़ाईयां युद्ध क्षेत्रों में लड़ाई का स्थान विधानमंडलों में वाद विवाद तथा चर्चाएं लेती हैं .

The only limitations during the discussion are that members cannot refer to matters which are not the direct responsibility of the Government of India and the name of the President cannot be brought in during the debate . चर्चा के दौरान सीमा केवल यही है कि सदस्य ऐसे मामलों का उल्लेख नहीं कर सकते जिनके लिए भारत सरकार प्रत्यक्ष रूप से उत्तरदायी न हो और वाद विवाद के दौरान राष्ट्रपति के नाम का उल्लेख नहीं किया जा सकता .
