Courts must have regard to relevant codes approved by the Secretary of State when considering the defence of best practicable means. There are codes approved by the Secretary of State dealing with noise from audible alarms, ice cream van chimes, model aircraft and construction sites. बचाव में दिए गए सर्वोत्तम व्यावहारिक उपायों पर विचार करते समय कोर्ट को सेक्रेटरी अॅाफ स्टेट द्वारा मान्यता प्राप्त प्रासंगिक कोड पर ध्यान रखना होता है ।

Keeping the proposed scheme at the Centre in view , the eleven Governors ' Provinces were fully ' liberated ' from the ' superintendence , direction and control ' of the Central Government and the Secretary of State except for certain specific purposes . केंद्र में प्रस्तावित योजना को ध्यान में रखते हुए , गवर्नरों के ग्यारह प्रांतों को , कतिपय विशिष्ट प्रयोजनों को छोड़कर , केंद्रीय सरकार तथा सेक्रेटरी आफ स्टेट की ' निगरानी , निर्देशन और नियंत्रण ' से पूरी तरह ' मुक्त ' कर दिया गया .

On the 22nd April 1921 , Subhas Chandra Bose wrote to the Secretary of State for India , E.S . The 1919 Act while establishing partially responsible governments in the Provinces under a system of what came to be known popularly as jdyarchy ' , did not introduce any element of responsibility at the Centre and the Governor-General-in-Council continued to remain responsible only to the Secretary of State for India and through him to the British Parliament . 1919 के अधिनियम के अधीन उस प्रणाली के अनुसार जो ? द्वितंत्र ? ( डाइआर्की ) के नाम से प्रसिद्ध हुई , प्रांतों में तो आंशिक रूप से उत्तरदायी सरकार स्थापित की गई परंतु केंद्र में उत्तरदायित्व का कोई तत्व नहीं था और गवर्नर-जनरल-इन-कौंसिल का भारत के लिए केवल सेक्रेटरी ऑफ स्टेट के प्रति और उसके द्वारा ब्रिटिश संसद के प्रति उत्तरदायित्व बना रहा .
