Thus the general issues like the political situation in the country , lawlessness , unemployment , railway accidents and air crashes , closure of mills , the international situation in general , are not proper subjects for adjournment motion . इस प्रकार देश की राजनीतिक स्थिति , अराजकता , बेरोजगारी , रेल दुर्घटनाएं और विमान दुर्घटनाएं , मिलों का बंद हो जाना , सामान्य अंZतर्राष्ट्रीय स्थिति , स्थगत प्रस्ताव के लिए उचित विषय नहीं है .

Though it does not amount to voting the government out of office , it goes to show that a government which has failed to prevent an adverse vote on an adjournment motion , will not be able to survive a direct ' Motion of No-confidence ' in the Council of Ministers . यद्यपि उससे सरकार अपदस्थ नहीं होती तथापि उससे यह सिद्ध हो जाता है कि जो सरकार स्थगन प्रस्ताव पर प्रतिकूल मत को रोकने में विफल रही है वह मंत्रिपरिषद में ? अविश्वास के प्रस्ताव ? के परिणाम से बच नहीं सकेगी .

Adjournment - Through either of the chairpersons of the Parliament, a temporary interlude can be brought in the sessions, because of which the session does not end or the long issues under discussion will not be concluded, such interlude is of two types 1. for an unspecified period, 2. when the time for the next meeting is decided. स्थगन - किसी सदन के सभापति द्वारा सत्र के मध्य एक लघुवधि का अन्तराल लाया जाता है इस से सत्र समाप्त नही हो जाता ना उसके समक्ष लम्बित कार्य समाप्त हो जाते है यह दो प्रकार का होता है 1. अनिश्चित कालीन 2. जब अगली मीटिग का समय दे दिया जाता है

The Motion of Thanks on the President 's Address , motion for adjournment on a matter of public importance , motion of no-confidence , motions for election or removal of the Speaker , Deputy Speaker of the Lok Sabha or the Deputy Chairman of the Rajya Sabha , privilege motions and also , all resolutions are substantive motions . राष्ट्रपति के अभिभाषण पर धन्यवाद प्रस्ताव , लोक महत्व के किसी मामले पर स्थगन प्रस्ताव , अविश्वास प्रस्ताव , लोक सभा के अध्यक्ष , उपाध्यक्ष के या राज़्य सभा के उपसभापति के निर्वाचन के लिए या हटाने के लिए प्रस्ताव , विशेषाधिकार के प्रस्ताव और सभी संकल्प मूल प्रस्ताव होते हैं .

It may be noted that after the discussion on such a motion has started , till the motion is disposed of , the Speaker has no power to adjourn the House because this If an adjournment motion is negatived , the House resumes its business which was interrupted by the motion . यह ध्यान में रखने की बात है कि ऐसे प्रस्ताव पर चर्चा जब आरंभ हो जाए तो उसे निबटाए जाने तक सदन को स्थगित करने की शक़्ति अध्यक्ष प्राप्त नहीं है क़्योंकि उस समय यह शक़्ति सदन में निहित रहती है . यदि कोई स्थगन प्रस्ताव अस्वीकृत हो जाता है तो सदन अपना कार्य पुन : आरंभ कर देता है जो उस प्रस्ताव के कारण रुक गया था .
