Civil defense officials said they were moving from a " Yellow Alert Phase 2 " _ which involved a 12-kilometer ( 8-mile ) restriction zone around the volcano _ to a " Phase 3 ."

Since then, the National Center for the Prevention of Disasters has maintained a " Yellow Alert Phase 2, " which prohibits people from going within 7 miles ( 12 kilometers ) of the volcano's crater.

During the same year, the Kuwait Armed Forces enter into their sixth alert phase with the December 1998 bombing of Iraq ( code-named Operation Desert Fox ) between the United States, the United Kingdom and Iraq.
