Between British imperialism and Indian nationalism he would have them remain as a political group apart , apparently playing off one against the other , and seeking communal advantage even at the cost of the larger public good . एक तीसरी पार्टी के बाबत जो उन्होंने फरमाया है , वह भी न मुसलमानों के फायदे की बात है और न कोई अच्छी तस्वीर पेश करती है.इसका मतलब यह हुआ कि ब्रिटिश साम्राज़्यवाद और हिंदुस्तानी राष्ट्रवाद के बीच वे उन्हें एक अलग सियासी जमात के बतौर रखना चाहते हैं.मंशा यह है कि एक-दूसरे आपस में लड़ते रहें और इस तरह हर संप्रदाय अपना अपना फायदा उठाता रहे , भले ही उससे समूचे मुल्क का नुकसान ही क़्यों न हो !

The only persons who benefit by the delay in our Courts are the dishonest who can with impunity avoid carrying out their legal obligations for years and each affluent person who obtains orders and stays or injuctions against Government and the public authorities and then continues to enjoy the benefit of such stay or injunction for years , often at the cost of public interest . About Supreme Court , the Chief Justice observed : The Supreme Court is today on the brink of collapse with the enormous inflow of cases and heavy arrears . उनऋ-ऊण्श्छ्ष्-हें एक नऋ-ऊण्श्छ्ष्-यायालय से दूसरे नऋ-ऊण्श्छ्ष्-यायालय की भूलभुलैया से गुजरना पडऋता है और अंत में वे थक जाते हैं तथा घोर निराशा के कारण हिमऋ-ऊण्श्छ्ष्-मत हार बैठते हैं . . . हमारे नऋ-ऊण्श्छ्ष्-यायालयों में होने वाले विलंब से अगर किसी को फायदा होता है तो वे हैं बेऋमान लोग जो बरसों तऋक बिना कोऋ दंड पाए अपने विधिक दायितऋ-ऊण्श्छ्ष्-वों के पालन से बचते जाते हैं और प्रतऋ-ऊण्श्छ्ष्-येक वह धनी वऋ-ऊण्श्छ्ष्-यि> जो सरकार या लोक प्राधिकारियों के विऋद्ध आदेश , रोक आदेश या वऋ-ऊण्श्छ्ष्-यादेश प्रापऋ-ऊण्श्छ्ष्-त कर लेता है , वह बरसों तक , प्रायः लोकहित की कीमत पर , ऐसे रोक आदेश अथवा वऋ-ऊण्श्छ्ष्-यादेश का लाभ उठाता रहता है . उचऋ-ऊण्श्छ्ष्-चतम नऋ-ऊण्श्छ्ष्-यायालय के विषय में , मुखऋ-ऊण्श्छ्ष्-य नऋ-ऊण्श्छ्ष्-यायाधीश महोदय का कथन था ः नए मुकदमों की भारी आमद और अनिर्णीत पडऋए मामलों की विशाल संख़्या के फलसऋ-ऊण्श्छ्ष्-वरूप आज उचऋ-ऊण्श्छ्ष्-चतम नऋ-ऊण्श्छ्ष्-यायालय धराशायी होने की स्थिति के निकट पहुंच गया है .
