The facts of the scandal were few : A masseur for the Festina team, Willy Voet, was arrested late Wednesday night at the French-Belgian border when his car was found to be carrying a large quantity of such banned drugs as steroids and EPO, a chemical that increases red blood corpuscles and thus provides more oxygen for muscles.
