The Middle East today is not alone in its attraction to a totalitarian movement - think Germany in 1933 or Chile in 1970 - but it is unique in the extent and persistence of this allure. The study emphasizes bringing Israel into the Alliance as “an extremely important step,” and it endorses Japan and Australia for full membership. I might propose, in addition, Taiwan, South Korea, and Chile. To encourage other, struggling, states, the study suggests an associate membership for countries like Colombia and India. To which I suggest that Mexico and Sri Lanka could join their ranks. एफ ए ई एस ने एक बिन्दु को कुछ अस्पष्ट ही रखा है परन्तु संकेत किया है कि संयुक्त राष्ट्रसघ के स्थान पर नाटो को प्रमुख विश्व संस्था का स्थान लेना चाहिये. जैसे-जैसे संयुक्त राष्ट्रसंघ नीचे स्तर से और कमजोर हो रहा है यह आवश्यक हो गया है कि अन्तरराष्ट्रीय संगठन को परिपक्व अंदाज में अपनी सदस्यता लोकतन्त्रिक देशों तक ही सीमित रखनी चाहिये.

Libya : With most Americans not quite realizing it, their government haphazardly went to war on Mar. 19 versus Mu'ammar al-Qaddafi's Libya. Hostilities were barely acknowledged , covered with euphemism (“kinetic military action, particularly on the front end”) and without a clear goal. Two Obama administration principals were out of the country - the president in Chile, the secretary of state in France. Members of Congress, not consulted, responded angrily across the political spectrum . Some analysts discerned a precedent for militarily attacking Israel . सम्भवतः ओबामा इस मामले में सौभाग्यशाली हैं कि कद्दाफी का पतन शीघ्र ही हो जायेगा। लेकिन कोई नहीं जानता कि विद्रोही कौन हैं और यह प्रयास लम्बा भी खिंच सकता है , मँहगा , आतंकवादकारक और राजनीतिक रूप से अलोकप्रिय भी बन सकता है। यदि ऐसा होता है तो लीबिया ओबामा का इराक बन सकता है और यदि इस्लामवादी देश में नियंत्रण प्राप्त कर लेते हैं तो इससे भी बुरी स्थिति बन सकती है।

Plan for the long haul. Building a full democracy (meaning, regularly voting the head of government out of office) takes time. From the Magna Carta in 1215 to the Reform Act of 1832, England needed six centuries. The United States needed over a century. Things have sped up these days, but it still stakes twenty or more years to reach full democracy. That was the timetable in countries as varied as South Korea, Chile, Poland and Turkey. दीर्घकालिक योजना का निर्माण - एक पूर्ण लोकतन्त्र ( अर्थात् जहाँ सरकार के मुखिया को नियमित आधार पर मतदान की प्रक्रिया से हटाना) आने में लमय लगता है। 1215 में मैग्नाकार्टा से 1832 में सुधार अधिनियम तक इंग्लैण्ड में छह शताब्दी लगे। अमेरिका को एक शताब्दी लगी। आज चीजें गतिशील हुई हैं परन्तु सम्पूर्ण लोकतन्त्र में अभी भी बीस या उससे अधिक वर्ष लगने वाले हैं। यह समय सारणी दक्षिण कोरिया, चिली,पोलैन्ड, और तुर्की में रही है।

The historical record does not support such optimism. When politically adept totalitarians win power democratically, they do fix potholes and improve schools - but only as a means to transform their countries in accordance with their utopian visions. This generalization applies most clearly to the historical cases (Adolf Hitler in Germany after 1933, Salvador Allende in Chile after 1970) but it also appears valid for the current ones (Khaleda Zia in Bangladesh since 2001, Recep Tayyip Erdoğan in Turkey since 2002). ऐतिहासिक आंकड़े इस आशावादी दृष्टिकोण का समर्थन नहीं करते .जब भी राजनीतिक दृष्टि से कुशल अधिनायकवादी लोकतांत्रिक तरीके से सत्ता प्राप्त करते हैं तो वे सड़कें भी ठीक करवाते हैं और स्कूल भी लेकिन ऐसा वे अपनी कल्पना के अनुसार देश को ढ़ालने के लिए करते हैं. कुछ ऐतिहासिक मामलों से इस सामान्य प्रवृति को समझा जा सकता है .1933 के बाद एडोल्फ हिटलर और 1970 के बाद चिली में सेल्वाडोर एलेन्डे ऐसे ही उदाहरण हैं वर्तमान में 2001 के बाद बांग्लादेश में खालिदा ज़िया और 2002 के बाद तुर्की में रिसेफ तईब एरडोगन के मामले में यह सत्य है.
