They make up about 27% of the West Bank population and about 67% in Gaza. संयुक्त राष्ट्र सहायता एजेन्सी की शिक्षा, स्वास्थ्य, सहायता और सामाजिक सेवा ने फिलीस्तीनी शरणार्थियों में मानवीय सम्भावनायें विकसित की हैं। ताकि वे जिस समाज में रहते हैं उसमें आत्मनिर्भर हो सकें। स्वनिर्वासित, आत्मदया और उपयोगहीन के रूप में फिलीस्तीनी शरणार्थियों के निन्दित होने का कारण संयुक्त राष्ट्र सहायता एजेन्सी नहीं वरन् शरणार्थी समस्या का समाधान न कर पाने की विभिन्न पक्षों की अक्षमता है। इसलिये संयुक्त राष्ट्र एजेन्सी को नष्ट करने से शरणार्थी समस्या का समाधान नहीं होगा जैसा कि पाइप्स का दावा है। शरणार्थी और उनकी दशा वैसी ही रहेगी। संयुक्त राष्ट्र सहायता एजेन्सी को शरणार्थी समस्या के समाधान का जनादेश प्राप्त नहीं है। यह विषय तो संघर्ष में शामिल विभिन्न पक्षों से सम्बन्धित राजनीतिक प्रश्न है।
