As the president of the party , he presided over the deliberation of the Congress and the Working Committee with scrupulous fairness and cordiality towards all . पार्टी-अध्यक्ष के रूप में उन्हें कांग्रेस के साथ-साथ कांग्रेस-कार्यकारिणी समिति की बैठकों की भी अध्यक्षता करनी होती थी , जिसके दौरान वे सभी के प्रति कर्तव्यनिष्ठ निष्पक्षता तथा मैत्री का निर्वाह करते थे .

Unlike the Speaker , the Deputy Speaker has a right to speak in the House , to take part in its deliberations and to vote on any proposition before the House as a member , but this he can do only when the Speaker is presiding . उपाध्यक्ष को सदन में बोलने का , उसके विचार विमर्शों में भाग लेने का और उपाध्यक्ष अपने सदन के समक्ष किसी प्रस्ताव पर सदस्य के रूप में मतदान करने का अधिकार होता है परंतु ऐसा वह तभी कर सकता है जब पीठासीन न हो .

When the Speaker is absent from a joint-sitting of the Houses of Parliament , the Deputy Speaker presides and exercises the powers of the Speaker , at such a sitting as is the case when he is presiding over the deliberations of the House . दोनों सदनों की संयुक़्त बैठक में यदि अध्यक्ष अनुपस्थित हों तो ऐसी बैठक की उपाध्यक्ष अध्यक्षता करता है और उसमें अध्यक्ष की शक़्तियों का वैसे ही प्रयोग करता है जैसे कि वह सदन के विचार विमर्श के दौरान करता है .

The Constitution empowers the President to summon a ' joint-sitting ' of both the Houses for the purpose of deliberation and voting on the Bill ; unless the Bill has already lapsed due to the dissolution of the Lok Sabha . संविधान के अधीन राष्ट्रपति को यह शक्ति प्राप्त है कि वह उस विधेयक पर , यदि वह विधेयक लोक सभा के विघटित हो जाने के कारण व्यपगत न हो गया हो तो , विचार करने और मतदान कराने के प्रयोजन से दोनों सदनों को संयुक्त बैठक के लिए आमंत्रित करे .

The king normally attended to the ordinary cases in Darbar every day while important cases which required evidence and witnesses , cross-examination and further investigation and deliberation were kept for a fixed day in the week . साधारणतया राजा प्रत्येक दिन दरबार में साधारण वादों की सुनवाई करता था पर जिन महत्वपूर्ण वादों में साक्ष्य और साक्षियों , प्रतिपरीक्षा और आगे अन्वेषण तथा विचार करने की आवश्यकता होती थी , उनकी सुनवई सप्ताह के एक नियत दिन की जाती थी .

In fact Badruddin was to play such a major role in the early years of the Congress that , half a century later , Mahatma Gandhi wrote that “ Badruddin Tyabji was , for years , a decisive factor in the deliberations of the Congress . ” दरअसल , बदरूद्दीन ने कांग्रेस के शुरूआत के वर्षें में इतनी महतऋ-ऊण्श्छ्ष्-वपूर्ण भूमिका निभायी थी कि आधी शताबऋ-ऊण्श्छ्ष्-दी के बाद महातऋ-ऊण्श्छ्ष्-मागांधी ने लिखा,कऋ वर्षों तक बदरूद्दीन तैयबजी कांग्रेस के विमर्शों में निर्णायक कारक थे .

Now , however , when the position of the Conference is well defined as an educational and social institution , and not as a political institution , and therefore there can be no semblance of hostility or antagonism between these two institutions , I could with a perfectly easy conscience accept the high honour of presiding at your deliberations . ” अब , जबकि शैक्षिक और सामाजिक संस्था के तौर पर कांफ्रेंस की स्थिति स्पष्टतया पारिभाषित हैं,और इस वजह से दोनों संस्थाओं के बीच बैर अथवा प्रतिरोध का आभास तक नहीं हो सकता , मैं पूर्णतया सरल अंत : करण से आपकी कार्रवाईयों की अध्यक्षता करने का उच्च गौरव स्वीकार कर सकता हूं .

Unfortunately for us Mahatmaji felt unable to nominate the Working Committee . . . After mature deliberation , therefore , and in an entirely helpful spirit I am placing my resignation in your hands ” . उन्होंने कहा , ? ? मैं अपना ही निवेदन दोहराना चाहूंगा कि वे ( गांधी जी ) त्रिपुरी-कांग्रेस द्वारा सौंपे गये दायित्व का निर्वाह करें और कार्यकारिणी समिति मनोनीत करें . . . हमारा दुर्भाग़्य रहा कि . . . हर तरह से विचार-विमर्श के बावजूद . . . महात्माजी कार्यकारिणी समिति नामजद नहीं कर सके . . . इसलिए , केवल सहायता की भावना से , मैं आपको अपना इस्तीफा सौंप रहा हूं . ? ?

Badruddin made sure at the outset that there should be no misunderstanding about the role he was prepared to play and in his opening speech , he repeated to the public the conditions under which he had agreed to preside . ' ' Gentlemen , you are no doubt aware that although the Conference has been in existence for several years past , I have not hitherto been able to take any active part in its deliberations . बदरूद्दीन ने आरंभ में ही निशऋ-ऊण्श्छ्ष्-चित कर लिया कि इस बात पर कोऋ संभ्रांति नहीं हो कि वह किस प्रकार की भिऊमका निभाने को तैयार हैं और अपने उदधाटन भाषण में उनऋ-ऊण्श्छ्ष्-होंने जनता के समक्ष उन शर्तो को दोहराया ऋनके अंतर्गत उनऋ-ऊण्श्छ्ष्-होंने अधऋ-ऊण्श्छ्ष्-यक्षता सऋ-ऊण्श्छ्ष्-वीकार की थी , सजऋ-ऊण्श्छ्ष्-जनों , निसऋ-ऊण्श्छ्ष्-संदेह आपको मालूम है कि कांऋएंस का असऋ-ऊण्श्छ्ष्-तितऋ-ऊण्श्छ्ष्-व जो पिछले कइ- वर्षो से बना हुआ है , परंतु अब तक उसकी कार्रवाऋयों में मैं सिऋय रूप से कोऋ भाग नहीं लिया है .
