A healthy difference of opinion is always helpful in the progress of the society and factionalism is always harmful. सेहतमंद मतभिन्नता समाज की प्रगति में सदैव सहायक होती है और गुटबंदी सदैव क्षति पहुंचाती है।

The brief point here , however , is that there can be difference of opinion in regard to whether Indian polity is federal , unitary or quasi-federal or it is a polity which is unitary in spirit but federal in structure . परन्तु संक्षेप में यह कहा जा सकता है कि इस बारे में मतभेद है कि कया भारतीय राजनीतिक व्यवस्था संघीय स्वरूप है , एकात्मक है या अर्द्धसंघीय है या कि यह एक ऐसी राजनीतिक व्यवस्था है जो भावना से तो एकात्मक है परन्तु जिसका ढांचा संघीय स्वरूप का है .
