These changes had dramatic results. In contrast to all other refugee populations, which diminish in number as people settle down or die, the Palestine refugee population has grown over time. UNRWA acknowledges this bizarre phenomenon: “When the Agency started working in 1950, it was responding to the needs of about 750,000 Palestine refugees. Today, 5 million Palestine refugees are eligible for UNRWA services.” Further, according to James G. Lindsay, a former UNRWA general counsel, under UNRWA's definition, that 5 million figure represents only half of those potentially eligible for Palestine refugee status. इन परिवर्तनों का नाटकीय परिणाम है। अन्य सभी शरणार्थी जनसन्ख्या के विपरीत जहाँ कि लोगों के बस जाने या मर जाने के बाद संख्या घट जाती है फिलीस्तीनी शरणार्थियों की संख्या बढ गयी है। यूएनआरडब्ल्यूए ने इस अजीब रुझान को संज्ञान में लिया है। “ एजेंसी ने जब 1950 में कार्य आरम्भ किया था यह 750,000 फिलीस्तीनी शरणार्थियों की आवश्यकताओं के लिये कार्य कर रही थी । आज कुल 5 मिलियन या पाँच करोड शरणार्थी इस एजेंसी की सेवा के लिये तत्पर हैं”। इससे भी आगे यूएनआरडब्ल्यूए के पूर्व महानिदेशक सलाहकार जी लिंडसे यूएनआरडब्ल्यूए की परिभाषा का पाँच मिलियन का आँकडा केवल आधा आँकडा है भविष्य में और भी फिलीस्तीनी शरणार्थी होने की अहर्ता रखते हैं।

This conclusion fits into a larger argument that Islamism has little to do with economic or other stresses. Put differently, ideas matter more than personal circumstances. As I put it in 2002 , “The factors that cause militant Islam to decline or flourish appear to have more to do with issues of identity than with economics.” Whoever accepts the Islamist (or communist or fascist) worldview, whether rich or poor, young or old, male or female, also accepts the ideological infrastructure that potentially leads to violence, including terrorism. In policy terms, Americans have no reason to be smug. Yes, Europeans should indeed learn from the United States how better to integrate their Muslim population, but they should not expect that doing so will also diminish their terrorism problem. It could, indeed, even worsen. यूरोपीय गिरफ्तारियाँ- उनकी यूरोपीय संख्या अधिक है। यूरोपीय पुलिस कार्यालय ( यूरोपोल) ने संख्या दर्शाते हुए 2007 का आँकडा जारी किया कि यूरोपीय संघ में इस वर्ष 201 इस्लामवादी आतंकवाद सम्बन्धी आरोपों में हिरासत में लिये गये ( ब्रिटेन के अतिरिक्त) जो कि 2006 के 257 के मुकाबले कम है। पहले का यूरोपोल का आँकडा कम स्पष्ट है परंतु स्टैनफोर्ड विश्वविद्यालय के जोनाथन गेलबार्ट ने मेरे लिये जो साक्ष्य एकत्र किये उसके अनुसार 2005 में 234 गिरफ्तारियाँ हुईं और 2004 में 124 और 2003 में 137। कुल मिलाकर पूरे पश्चिमी यूरोप में आतंकवाद सम्बन्धी गिरफ्तारियाँ 1,400 से भी कम हैं।

The Muslim Brotherhood is less formidable than its reputation suggests. The Muslim Brotherhood is not a powerhouse . The organization suffers from major problems. First, hot-headed and violent Islamists despise it. Al-Qaeda recently blasted it for taking part in elections and ridiculed it for being on the path to becoming “secular and falsely affiliated with Islam.” Second, the brotherhood is weak on the ground. Hesham Kassem of the Egyptian Organization for Human Rights notes that its membership does not exceed 100,000 which, in a country of 80 million, means it “is not really a grass roots movement” but a coddled institution benefiting from being uniquely tolerated. Genuine political competition should diminish its appeal. मुस्लिम ब्रदरहुड शक्ति का केंद्र नहीं है - संगठन के समक्ष कई समस्यायें हैं। पहला, उग्रवादी और हिंसक इस्लामवादी इसे पूरी तरह निरस्त करते हैं। अभी हाल में अल कायदा ने इसे चुनावों में भाग लेने के लिये इसकी निंदा की थी और इसके लिये लताडा था कि यह सेक्युलर मार्ग पर है और स्वयं को गलत ढंग से इस्लाम के साथ जोडे हुए है। दूसरा, ब्रदरहुड वास्तविक रूप में धरातल पर कमजोर है। इजियप्टिन आर्गनाइजेशन फार ह्युमन राइट्स के हेशाम कासिम के अनुसार इसकी सदस्य संख्या 1 लाख से आगे नहीं है और 8 करोड के देश में यह संख्या इस बात का प्रमाण है कि यह वास्तविक धरातल का संगठन नहीं है वरन यह ऐसे ही चल रहा है। सही अर्थों में जब राजनीतिक प्रतिस्पर्धा होगी तो इसकी लोकप्रियता घटेगी ।
