The Act also required that measures affecting certain important matters could be introduced in either House of the Indian Legislature only with the previous sanction of the Governor-General . अधिनियम के अधीन यह भी अपेक्षित था कि कुछ महत्वपूर्ण मामलों पर प्रभाव रखने वाले विधान गवर्नर-जनरल की पूर्ण मंजूरी से ही भारत के किसी भी सदन में पेश किए जा सकें .

The Presiding Officer of either House may , however , permit any member who cannot adequately express himself in Hindi or English to address the House in his mother tongue . लेकिन प्रत्येक सदन का पीठासीन अधिकारी किसी सदस्य को , जो हिंदी या अंग्रेजी में पर्याप्त अभिव्यक्ति नहीं कर सकता है , उसकी मातृभाषा में सदन को संबोधित करने की अनुज्ञा दे सकेगा .

It has been provided that no election to either House of Parliament or of a State Legislature shall be called in question except by an election petition presented to a High Court . यह उपबंध किया गया है कि संसद Zके या किसी राजय विधानमंडल के किसी सदन के लिए हुए किसी निर्वाचन को चुनौती उच्च न्यायालय में पेश की जाने वाली निर्वाचन याचिका के द्वारा ही दी जा सकती है .

First , an amendment of the Constitution can be initiated ' only ' by the introduction of a Bill in either House of Parliament so that the initiative in the matter of constitutional amendment has been exclusively reserved for Parliament . प्रथम , संविधान में संशोध की शुरूआत ? केवल ? संसद के किसी एक सदन में विधेयक पेश करके की जा सकती है , क़्योंकि संविधान में संशोधन करने की पहल केवल संसद के लिए रक्षित है .

If any question arises as to whether a member of either House of Parliament has become subject to any of the disqualifications specified in the Constitution , the President 's decision shall be final . यदि यह प्रश्न उत्पन्न हो जाता है कि क़्या संसद के किसी सदन का कोई सदस्य संविधान में वर्णित किसी अनर्हता से ग्रस्त हो गया है या नहीं तो इस बारे में राष्ट्रपति का फैसला अंतिम होगा .

Bills may also now be referred by either House or its Presiding Officer to the new departmentally related Joint Standing Committees of the two Houses in accordance with the subject matter of each Bill . विधेयक अब प्रत्येक विधेयक की विषय-वस्तु के अनुसार किसी भी सदन या इसके पीठासीन अधिकारी द्वारा दोनों सदनों की विभागों से संबंधित नई संयुक्त स्थायी समितियों को भी भेजे जा सकते हैं .

There was no reference in the Act to either collective or individual responsibility of the ministers to the Federal Legislature , although every minister was required to be a member of either House of that Legislature . संघीय विधानमंडल केप्रति मंत्रियों के व्यक्तिगत या सामूहिक उत्तरदायित्व का अधिनियम में कोई उल्लेख नहीं था यद्यपि यह अपेक्षित था कि प्रत्येक मंत्री विधानमंडल के किसी एक सदन का सदस्य अवश्य हो .

In actual practice , however , most of the time , the entire business in either House is carried on in Hindi or English with full facilities of simultaneous interpretation from Hindi to English and vice versa . लेकिन वास्तविक व्यवहार में , अधिकांश समय प्रत्येक सदन की समूची कार्यवाही हिंदी अथवा अंग्रेजी में की जाती है , पर इस बात की पूर्ण सुविधा दी जाती है कि हिंदी से अंग्रेजी में तथा अंग्रेजी से हिंदी में भाषांतरण होता रहे .

Whenever a question of breach of privilege arises , even though the House is competent to deal with it , it is generally referred to the Committee of Privileges existing in either House for examination , investigation and report . जब किसी विशेषाधिकार के भंग होने का प्रश्न उत्पन्न होता है , सदन के उससे निबटने के लिए सक्षम होते हुए भी , उसे सामान्यत जांच के लिए , छानबीन के लिए और प्रतिवेदन देने के लिए विशेषाधिकार समिति को निर्दिष्ट किया जाता है .
