Just after occupying Iraq in April 2003 , a report found that Mosul Dam's foundation was “leaking like a sieve and ready to collapse.” A more recent, still-classified report from the U.S. Army Corps of Engineers concludes that “The dam is judged to have an unacceptable annual failure probability.” More explicitly, the corps finds the current probability of failure to be “exceptionally high.” A senior aid worker calls the dam “a time bomb waiting to go off.” Mosul Dam, formerly known as Saddam Dam (Arabic: “Sadd Saddam”) is in danger of collapse. अमेरिका सेना को बगदाद के अपने अभियान में कामयाबी तो मिलने लगी है परन्तु उसकी गहरी संरचनात्मक गड़बड़ियां उनके इराक अभियान को लगातार नुकसान पहुँचा रही है। अमेरिकी सेना की इस बिडम्बना का सबसे बड़ा प्रतीक है इराक का सबसे बड़ा बाँध मोसुल बाँध जो कि तुर्की की सीमा के पास मोसुल शहर के करीब 40 किलोमीटर की दूरी पर है।
