The AHB and the CC are united in the Council of the SSS . Each member of the CC and the AHB has one vote-however, in case of equality of votes, the CC ( as the committee of the students ) prevails.

The Speaker of the Legislative Council ( unless otherwise provided by Parliament ) shall be appointed by the Crown from among the Members of the Legislative Council, and shall hold office during pleasure, and shall only be entitled to a casting vote on an equality of votes.

If there is an equality of votes, the motion is decided according to the following principles : legislation may proceed in its present form, unless there is a majority in favour of amending or rejecting it; any other motions are rejected, unless there is a majority in favour of approving it.

The Speaker shall have the right to speak and take part in discussions in the Legislative Assembly while any resolution for his removal from office is under consideration in the Assembly and shall be entitled to vote only in the first instance on such resolution or on any other matter during such proceedings but not in the case of an equality of votes.
