It is clear that the drawing up of a comprehensive national plan becomes merely an academic exercise , with no relation to reality , unless the planning authority , or those to whom it is responsible , are in a position to give effect to that plan . यह स्पष्ट-सी बात है कि जब तक योजना बनाने वाली संस्था यावे जिनके प्रति वह उत्तरदायी है , योजना को अमल में लाने की Zस्थिति में नहीं हैं , तब तक एक व्यापक राष्ट्रीय योजना तैयार करने का काम सिर्फ बौद्धिक व्यायाम बन कर रह जाता है और उसका वास्तविकता से कोई सरोकार नहीं रहता .

Articles 31A and 31B inserted by the First Constitutional Amendment and article 31C inserted by the Twenty-fifth Amendment sought to protect laws providing for acquisition of estates , Acts and regulations specified in the Ninth Schedule and laws giving effect to Directive Principles . प्रथम संविधान संशोधन द्वारा अंतःस्थापित अनुच्छेद 31 ( क ) तथा 31 ( ख ) और पच्चीसवें संशोधन द्वारा अंतःस्थापित अनुच्छेद 31 ( ग ) का उद्देश्य संपदाओं के अर्जन का उपबंध करने वाली विधियों , नवम अनुसूची में निर्दिष्ट अधिनियमों तथा विनियमों और निदेशक तत्वों को प्रभावी करने वाली विधियों की रक्षा करना था .

While the Executive has almost unlimited right to initiate and formulate legislative and financial proposals before Parliament and to give effect to approved policies unfettered and unhindered by Parliament , the latter has the unlimited power to call for information , to discuss , to scrutinise and to put the seal of popular approval on proposals made by the Executive . यदि कार्यपालिका को विधायी और वित्तीय प्रस्ताव तैयार करने और उन्हें संसद के समक्ष रखने तथा स्वीकृत नीतियों को , संसद द्वारा किसी भी प्रकार की अड़चन पैदा किए बिना , कार्यरूप देने का लगभग असीमित अधिकार प्राप्त है तो संसद को सूचना प्राप्त करने , चर्चा करने , छानबीन करने और कार्यपालिका द्वारा प्रस्तुत प्रस्तावों पर जन-प्रतिनिधियों की स्वीकृति की मुहर लगाने की असीम शक्ति प्राप्त है .
