The Labour Department provides free recruitment assistance to employers and placement service to job-seekers through a Job Vacancy Processing Centre, a Telephone Employment Service Centre and 11 Job Centres ( including two employment and guidance centres for new arrivals ) distributed over the territory.

By 1965 three institutions made up what was then referred to as the Mercer Complex : the Andrew Mercer Reformatory for Women in Toronto, the Ontario Women's Guidance Centre, and the Ontario Women's Treatment Centre, both in Brampton at what would become the Vanier Centre for Women in 1970.

The current facility was opened in 2003 on the campus of the Maplehurst Correctional Complex replacing an older facility in Brampton, Ontario which had been opened in 1967 to house the Ontario Women's Guidance Centre, and the Ontario Women's Treatment Centre and was then renamed the Vanier Centre for Women in 1970 when it was consolidated with the former Andrew Mercer Reformatory for Women.
