The dam, in other words, had nothing to do with the United States - not in funding, construction, or purpose. Nonetheless, misbegotten American policy has made it an American headache. इस बाँध के निर्माण के पीछे भी शायद ही कोई अमेरिकी हाथ हो। दरअसल ये सारा कार्य सऊदी अरब और बाकी अरब राष्ट्रों की मदद से हुआ था। एक इटालियन और जर्मन संयुक्त उपक्रम ( जिसके प्रमुख होशिफ एकतिन्गलेशाफ थे) ने 1981-84 के दौरान इस बाँध का निर्माण किया था। अगर साफ कहें तो इस बाँध के निर्माण से अमेरिका का ना तो आर्थिक ना ही राजनैतिक अथवा सामाजिक हित सधता है या इसका तात्कालिक राजनैतिक कारण था - ईरान - इराक युद्ध के दौरान सद्दाम हुसैन के हाथों को मजबूत करना । पर दुर्भाग्य से एक गलत अमेरिकी रणनीति ने इसे अमेरिका का नया सिरदर्द बना दिया है।
