A supplementary convention was signed at The Hague on November 16, 1887 among the same High Contracting Parties, relating to the liquor traffic in the North Sea.

In 2001, at a one-day conference of High Contracting Parties, 114 countries adopted a three-page declaration re-affirming that the terms of the Convention applied to the Palestinian territories.

Each High Contracting Party solemnly declares that it shall not enter into any obligation, secret or public, with one or more States, which is incompatible with this Treaty.

In December 2001, the High Contracting Parties to the Convention reaffirmed the " applicability of the Fourth Geneva Convention to the Occupied Palestiniari Territory, including East Jerusalem ".

Each High Contracting Party further declares that no obligation be entered into, between itself and any other State or States, which might cause military damage to the other Party.

The position of successive Israeli governments is that all authorized settlements are entirely legal and consistent with international law, despite Israel's armistice agreements all being with High Contracting Parties.

Each of the High Contracting Parties undertakes not to adopt in foreign countries an attitude which is inconsistent with the alliance or might create difficulties for the other party thereto.

Israel's positions have not been accepted by the International Committee of the Red Cross, nor has it been endorsed by the other High Contracting Parties to the Fourth Geneva Convention.

The High Contracting Parties shall cooperate with other States to achieve these aims and to support the just aspirations of the peoples in their struggle against colonialism and racial domination.

The treaty shall go into effect between the high contracting parties 30 days after the deposit of the respective ratifications . and in the order in which they are effected.
