The provision would not affect the power of Parliament to make laws in respect of income from professions etc . -LRB- article 276 -RRB- व्यवसायों आदि से होने वाली आय के बारे में विधि बनाने की संसद की शक्ति पर उपबंध का प्रभाव नहीं पड़ेगा ( अनुच्छेद 276 ) .

The protection afforded by clause 2 is , however , attracted only in respect of the punishment inflicted by a court of law or judicial tribunal . किंतु खंड ( 2 ) द्वारा प्रदत्त संरक्षण केवल न्यायालय या न्यायिक अधिकरण द्वारा दिए गए दंड के संबंध में लागू होता है .

In respect of schemes already sanctioned in the main Budget no discussion on any question of principle or policy is allowed . मुख्य बजट में जिन योजनाओं को मंजूरी मिल चुकी हो उनके विषय में किसी सिद्धांत या नीति के प्रश्न पर चर्चा करने की अनुमति नहीं होती .

Similar rules in respect of the Rajya Sabha Secretariat were framed and promulgated by the President in 1957 , in consultation with the Chairman . राष्ट्रपति द्वारा राज्य सभा सचिवालय के लिए ऐसे ही नियम 1957 में सभापति के परामर्श से बनाये गये थे और प्रख्यापित किये गये थे .

Government of India , within its borrowing powers , may make loans to any State or give guarantees in respect of loans raised by the State . भारत सरकार उधार संबंधी अपनी शक्तियों के भीतर किसी राज्य को उधार दे सकती है या राज्य द्वारा लिए गए उधार के बारे में गारंटी दे सकती है .

In respect of matters not specifically provided for in the Rules , the Speaker has residuary powers to issue directions . जिन मामलों के बारे में नियमों में विशेष रूप से उपबंध न किया गया हो , उनके संबंध में निर्देश देने की अवशिष्ट शक़्तियां अध्यक्ष को प्राप्त हैं .

The Committee also performs such other functions in respect of attendance of members in the House as may be assigned to it by the Speaker from time to time . समिति सदन के सदस्यों की उपस्थिति के संबंध में ऐसे अन्य कृत्यों का भी पालन करती है जो अध्यक्ष द्वारा समय समय पर उसे सौंपे जाएंगे .

It alone has the power to declare that it would be in national interest for the Parliament to legislate in respect of a matter in the State List . केवल राज्य सभा ही यह घोषणा कर सकती है कि संसद के लिए राष्ट्रहित में यह जरूरी है कि वह राज्य सूची में शामिल किसी मामले के संबंध में कानून बनाए .

Protection in Respect of Conviction for Offences Under article 20 , the Constitution has taken care to safeguard the rights of persons accused of crimes . अपराधों के लिए दोषसिद्धि के संबंध में संरक्षण अनुच्छेद 20 के अधीन , संविधान ने अपराध के लिए दोषी व्यक्तियों के अधिकारों की सुरक्षा का ख्याल रखा है .

As in the case of other ministries of the Government of India , separate demands for grants in respect of the Rajya Sabha and the Lok Sabha are also laid before both the Houses of Parliament . भारत सरकार के अन्य मंत्रालयों की तरह , राज्य सभा और लोक सभा के संबंध में अलग अनुदानों की मांगें संसद के दोनों सदनों के समक्ष रखी जाती हैं .
