In response to this the Overseas Employment Program-headed by the Overseas Employment Development Board-was created to promote and maintain full employment ( rather than contractual or seasonal employment ), to regulate worker migration in accordance with national interest, to assist citizens in securing the best possible terms and conditions of employment, and to maximize inward remittances to contribute to domestic economy
