This is " not " the same as somehow exerting a new large force opposite to the car's motion in order to stop it, which would indeed require an amount of new energy comparable to the car's kinetic energy ( though somewhat less as road friction, internal mechanical friction and air drag are already helping to oppose the car's motion ).
