The bill, as proposed by Obenshain, would have required that when a fetal death occurred without medical attendance upon the mother at or after the delivery or abortion, the mother or someone acting on her behalf, within twenty-four hours, report the fetal death, location of the remains, and identity of the mother to the local or state police or sheriff's department of the city or county where the fetal death occurred.

A . H . M . Jones writes that although Valentinian I was " less of a boor " than his chief rival for election to the imperial throne, " he was of a violent and brutal temper, and not only uncultivated himself, but hostile to cultivated persons ", as Encyclop�dia Britannica 1911, he was a founder of schools, and provided medical attendance for the poor of Rome, by appointing a physician for each of the fourteen districts of the city.

The " New York Herald " denied any mistreatment of prisoners in Elmira, calling the reports a " pure fabrication . " To the " Herald ", all rations at Elmira were sufficient and, though it admitted the unusually high incidence of illness in the camp, the newspaper said that the sickness was " beyond the control of the authorities . . . there is no lack of medical attendance or supplies . " Indeed, this propaganda was so powerful that the belief that the Elmira prison camp was a humane alternative to Andersonville still prevailed in some circles of thought.

Statutes concerning the payment of wages of employees may be considered in two groups : ( i ) those which relate to the employment contract, such as laws fixing the maximum period of wage payments, prohibiting the payment of wages in scrip or other evidences of indebtedness in lieu of lawful money, prohibiting wage deductions on account of fines, breakage of machinery, discounts for prepayments, medical attendance, relief funds or other purposes, requiring the giving of notice of reduction of wages, & c .; ( 2 ) legislation granting certain privileges or affording special protection to working people with respect to their wages, such as laws exempting wages from attachment, preferring wage claims in assignments, and granting workmen liens upon buildings and other constructions on which they have been employed.
