In the case of one migrating after July 19 , 1948 , he should have been registered as citizen of India by an officer appointed for the purpose by the Government of India . 19 जुलाई , 1948 के बाद प्रवास करने वाले की स्थिति में शर्त यह थी कि उसे भारत सरकार द्वारा इस प्रयोजन के लिए नियुक्त अधिकारी द्वारा भारत के नागरिक के रूप में पंजीकृत कर लिया गया हो .

It makes two types of distinctions among such migrants , i.e . those migrating to India before July 19 , 1948 when the permit system for migration was introduced and those who came after that date . इस प्रकार के प्रवासियों में दो प्रकार के भेद किए गए हैं , अर्थात जो 19 जुलाई , 1948 , जब प्रवास के लिए परमिट सिस्टम शुरू किया गया था , से पहले भारत में प्रवास कर गए थे और वे जो उस तारीख के बाद आए थे .

While it has been made clear that any person migrating to Pakistan after March 1,1947 ceased to be a citizen of India , an exception has been made in the case of those returning to India on the basis of permits for resettlement in India . यहां यह स्पष्ट कर दिया गया है कि 1 मार्च , 1947 के बाद पाकिस्तान को प्रवास करने वाला व्यक्ति भारत का नागरिक नहीं रहेगा , किंतु उन व्यक्तियों की दशा में अपवाद किया गया है जो भारत में पुनर्वास के लिए परमिट के आधार पर भारत लौट आए थे .
