The implication is clear: if Israel is to protect itself, it must achieve a comprehensive military victory over the Palestinians, so that the latter give up their goal of obliterating it. Beyond this basic point, I believe that negotiating with Iran on the basis of sound negotiating principles, and in the context of attacks on the Iranian Revolutionary Guard Corps, has a good chance of improving the situation we currently face. I negotiated with high level Iranians for five years, between 1985 and 1990, and I found them to be difficult but serious, and my negotiations succeeded in bringing about several sound agreements with which Iran complied. Focusing on settlements had the inadvertent but predictable effect of instantly impeding diplomatic progress. A delighted Mahmoud Abbas of the Palestinian Authority responded to U.S. demands on Israel by sitting back and declaring that “The Americans are the leaders of the world. … I will wait for Israel to freeze settlements.” Never mind that Abbas personally had negotiated with six Israeli prime ministers since 1992, each time without an offer to stop building settlements: why should he now demand less than Obama? बस्तियों पर जोर देने का प्रभाव कूटनीति पर होना ही था। प्रसन्न होकर फिलीस्तीन अथारिटी के महमूद अब्बास ने इजरायल के लिये अमेरिका की माँग पर प्रतिक्रिया दी और घोषित किया कि, “ अमेरिका विश्व का नेता है……. मैं इस बात की प्रतीक्षा करूँगा कि इजरायल बस्तियों पर रोक लगाये”। यह ध्यान देने योग्य है कि अब्बास ने 1992 से इजरायल के छह प्रधानमंत्रियों से बातचीत की है और प्रत्येक बार किसी भी अवसर पर बस्तियों को रोकने का प्रस्ताव नहीं रखा लेकिन आखिर क्यों वे ओबामा से कम इस माँग को रखें?

Joel Barlow (1754-1812), a U.S. diplomat, promised “harmony” between his country and Muslims. But a curious story lies behind the remarkable 11 th article. The official text of the signed treaty was in Arabic , not English; the English wording quoted above was provided by the famed diplomat who negotiated it, Joel Barlow (1754-1812), then the American consul-general in Algiers. The U.S. government has always treated his translation as its official text, reprinting it countless times. There are just two problems with it. मुसलमानों के साथ सम्बन्धों को स्वरूप देने के साथ ही यह वक्तव्य कि अमेरिका के निर्माण का आधार किसी भी प्रकार से ईसाई धर्म नहीं है पिछले 210 वर्षों से इस बात का प्रमाण रहा है कि इस देश के निर्माता ईसाई नहीं थे. यह बात स्टीवन मोरिस ने 1995 में अपने एक लेख में कही थी. परन्तु 11वें अनुच्छेद के साथ एक जिज्ञासु कथा जुड़ी है. इस सन्धि का आधिकारिक पाठ अंग्रेजी में नहीं वरन् अरबी भाषा में है. उपर्युक्त अंग्रेजी भाषा में उद्धृत शब्द अल्जीयर्स में तत्कालीन वाणिज्य दूत जोएल बारलो (1754-1812) ने उपलब्ध कराये थे जो इस सन्धि में मध्यस्थता कर रहे थे. अमेरिकी सरकार ने उनके अनुवाद को अपना आधिकारिक पाठ माना और अनेक अवसरों पर इसे पुन: प्रकाशित कराया.
