Agricultural advisory activities are aimed at assisting farmers to improve productivity through the introduction of new and improved produce varieties and production techniques, backed up by adequate credit facilities and efficient and orderly marketing services.

The National Cotton Council, which led lobbying for the certificate program, argued that it would provide for a more orderly marketing of the cotton than dumping it on the government, which would have sold it later, possibly depressing prices.

The government argued, though, that an overnight end to to the pricing plan would mean " an unnecessary disruption in the orderly marketing of milk to consumers across the country, " said Ken Clayton, USDA associate administrator of the program, in a statement yesterday.

The federal government countered that the almond reserve and other agricultural marketing programs have been in place since 1937, and are " part of a larger regulatory scheme that substantially benefits producers and handlers . . . by sustaining orderly marketing conditions for the commodity they sell ."
