On the Islamist side, an individual or group took one of these perceived offenses and turned it into a reason to riot. The Rushdie crisis suddenly erupted when the ruler of Iran, Ayatollah Khomeini, put a death edict on a novelist for having written a magical realist novel, The Satanic Verses , declaring that the book was “against Islam, the Prophet, and the Koran.” That incident was then followed by a long list of similar assaults - concerning a U.S. Supreme Court frieze in 1997, American evangelical leader Jerry Falwell in 2002, Newsweek in 2005, the Danish cartoons in 2006, Pope Benedict XVI also in 2006, Florida preacher Terry Jones in 2010, and U.S. soldiers in Afghanistan early in 2012. The second initiative originates in Lower Saxony, where the interior minister, Uwe Schünemann , also a CDU member, has stated he would consider making radical Islamists wear electronic foot tags. Doing so, he says, would allow the authorities “to monitor the approximately 3,000 violence-prone Islamists in Germany, the hate preachers [i.e., Islamist imams], and the fighters trained in foreign terrorist camps.” Electronic tags, he suggested, are practical “for violence-prone Islamists who can't be expelled to their home countries because of the threat of torture” there. But Mr. Schünemann's proposal goes well beyond these applications, tagging not just potential terrorists, but also “hate preachers” who break the law not by personally engaging in violence but by articulating beliefs that encourage others to terrorism. The list sent to the OSCT includes a unit within Scotland Yard called the Muslim Contact Unit and another independent group designed to improve the relationship between the police and the Muslim community called the Muslim Safety Forum. It also includes the Muslim Council of Britain, one of the main groups representing Muslims in Britain, and its rival the Muslim Association of Britain. Other groups on the list are the Islamic Human Rights Commission, the Federation of Student Islamic Societies and the Cordoba Foundation. Quilliam also singles out the Islam Channel, a satellite TV channel which has been the subject of one of their reports. Among the mosques identified are Finsbury Park mosque in North London, formerly run by the extremist preacher Abu Hamza but now under new management, along with East London Mosque and Birmingham Central mosque.
