In an effort to assuage Rep . Susan Molinari, the Staten Island Republican who voted against the bill, he has lobbied the White House in favor of her position for two anti-rape provisions that would make admissible in court a defendant's prior charges of sexual offenses and notify communities when sexual offenders move into their areas.
