It has been rightly said that during the Question Hour in Parliament , “ a piercing searchlight is thrown in every nook and corner of the vast length and breadth of the administration and nothing fails outside the scrutiny of the Parliament ” . यह ठीक ही कहा गया है कि संसद में प्रश्नकाल के दौरान ? विशाल प्रशासनिक व्यवस्था के प्रत्येक विभाग के प्रत्येक क्रियाकलाप की बारीकी से जांच होती है और कोई भी क्षेत्र संसद की छानबीन से अछूता नहीं रहता ? .

After the Question Hour on the appointed day , the minister incharge of the Bill on being called upon by the Speaker , rises in his seat and says “ Sir , I beg to move for leave to introduce the Bill . . . ” . विधेयक पेश करने के लिए नियत दिन , प्रश्नकाल के पश्चात विधेयक का प्रभारी मंत्री अध्यक्ष के पुकारे जाने पर अपने स्थान पर खड़ा हो जाता है और कहता है , महोदय , मैं प्रस्ताव करता हूं कि ? . .. . .. . .. . .. . .. . .. . .. . .. . .. विधेयक को पेश करने की अनुमति दी जाए . ?

The importance of the Question Hour has been very much proved by certain instances when questions closely pursued by vigilant members led to-inquiries by the government into matters concerning the violation of statutes , government 's policies or rnisuse of public funds . प्रश्नकाल का महत्व कुछ ऐसे उदाहरणों से पर्याप्त रूप से सिद्ध हो जाता जबकि सतर्क सदस्यों द्वारा गंभीरता से प्रश्नों पर अनुवर्ती कार्यवाही करते रहने के कारण कानून के उल्लंघन , सरकार की नीतियों के उल्लंघन या सार्वजनिक धन के दुरुपयोग के मामलों में सरकार को जांच करनी पड़ी .

No conditions of admissibility have been laid down in the Rules ; the Speaker has the power to decide whether If the Speaker is of the opinion that the motion is in order , he calls upon the member , after the Question Hour is over , to ask for the leave of the House or the Speaker himself reads the motion to the House and requests those members , who are in favour of leave being granted , to rise in their places and if not less than 50 members rise in their seats , the Speaker declares that leave is granted . नियमों में ग्राह्यता की कोई शर्तें निर्धारित नहीं हैं.अध्यक्ष को यह फैसला करने का अधिकार है कि कोई प्रस्ताव नियमानुकूल है या नहीं.यदि अध्यक्ष की राय हो कि प्रस्ताव नियमानुसार है तो वह , प्रश्नकाल समाप्त हो जाने पर , सदस्य से कहेगा कि वह सदन की अनुमति मांगे या अध्यक्ष स्वयं सदन को प्रस्ताव पढ़कर सुनाता है और उन सदस्यों से जो अनुमति दिए जाने के पक्ष में हों अपने स्थानों पर खड़े होने के लिए निवेदन करता और यदि कम से कम पचास सदस्य अपने स्थानों में खड़े हो जाएं तो अध्यक्ष घोषणा करता है कि अनुमति दी जाती
