Collecting the latter materials, Posner explains, was not difficult for they are not usable in a nuclear weapon and no one had the creativity to anticipate Saudi intentions: It is almost impossible to imagine that anyone could have thought a country might obtain such material … and then divert small amounts internally into explosive devices that could render large swaths of their own country uninhabitable for years. पोजनर ने तोड़-फोड़ की इस प्रक्रिया का पूरा विवरण दिया है कि किस प्रकार चेकोस्लोवाकिया से विस्फोटक प्राप्त करने का प्रयास हुआ और विकिरण पद्धति से तेल को नए उत्पादन के अयोग्य करने की चेष्टा की गई. एक से अधिक रेडियो एक्टिव लगाने की संभावना बनी रही . इसमें रुबिडियम , सीसियम 137 और स्ट्रोंटियम 90 शामिल है. पोजनर की व्याख्या के अनुसार इन तत्वों को इकट्ठा करना उनके लिए कठिन नहीं था क्योंकि वे परमाणु हथियार की होड़ में शामिल देशों में शुमार नहीं थे और न ही कोई सउदी सरकार की इस मंशा को भांप पाया . यह कल्पना करना असंभव है कि कोई देश इन तत्वों को इकट्ठा कर इन्हें विस्फोटकों के रुप में गोपनीय तरीके से अपने ही देश में तैनात करेगा और वह भी स्वत: विनाश के लिए . इसके बाद सउदी इंजीनियरों ने विस्फोटकों और रेडियोएक्टिव तत्वों को तेल और गैस ठिकानों के पास गोपनीय तरीके से तैनात कर दिया .भविष्य के उत्पादन के लिए जीवन धारा का काम करने वाले तेल क्षेत्र को तार से घेर दिया गया और इस क्षेत्र में स्थित कम्प्यूटर पद्धति, तेल क्षेत्र से तेल लाने वाली पाईपलाईन , तेल क्षेत्र में पानी उपलब्ध कराने वाली पद्धति , बिजली व्यवस्था और विद्युत संचार को समाप्त करने के लिए भी ये तार लगाए गए.यही नहीं सउदियों ने पाईपलाईन , पम्पिंग स्टेशन जेनरेटर , रिफाईनरी , स्टोरेज कंटेनर , निर्यात सुविधा जिसमें बंदरगाह तथा तेल चढ़ाने वाले क्षेत्र शामिल थे उन सब को तोड़ -फोड़ की परिधि में ला दिया गया.
