These alterations are not to be treated as amendments to the Constitution and can be effected if the Parliament passes a Bill by a simple majority on the recommendation of the President . ये परिवर्तन संविधान में संशोधनों की तरह न होकर ऐसे संशोधन हैं जो राष्ट्रपति की सिफारिश पर संसद द्वारा साधारण बहुमत से विधेयक पास करके किए जा सकते हैं .

According to Article 305[c], State legislatures are given power to make plans for interstate commerce and business but the bill brought before the state legislature can be done so only with the recommendation of the President. 5. अनु 305[ब] के अनुसार राज्य विधायिकाको शक्ति देता है कि वो अंतराज्य व्यापार वाणिज़्य पर युक्ति निर्बधंन लगाये परंतु राज्य विधायिका मे लाया गया बिल केवल राष्ट्रप्ति की अनुशंसा से ही लाया जा सकता है

A Financial Bill of category A , that is to say , any Bill which contains any of the matters specified for a Money Bill but does not exclusively deal with such matters , has two features in common with a Money Bill,viz . , -LRB- a -RRB- that it cannot be introduced in the Rajya Sabha and also -LRB- b -RRB- that it cannot be introduced except on the recommendation of the President . इस श्रेणी के विधेयक में दो तत्व ऐसे होते हैं जो किसी धन विधेयक में भी पाए जाते हैं , अर्थात ( क ) वह राज्य सभा में पेश नहीं किया जा सकता और ( ख ) वह राष्ट्रपति की सिफारिश पर ही पेश किया जा सकता
