That viewing with concern that development work in different fields is not keeping pace with the urges of the nation due to administrative delays in their implementation , this House recommends to the Government , the setting up of a national statutory monitoring body to constantly watch the progress of the different developmental activities at all levels , locate the factors hampering progress and suggest immediate and remedial measures where any projects are held up and delayed . ? इस बात से चिंतित होते हुए कि विभिन्न क्षेत्रों में विकास कार्य क्रियान्वयन में प्रशासनिक विलंब के कारण राष्ट्र की आकांक्षाओं के अनुकूल आगे नहीं बढ़ रहा है , यह सभा सरकार से सिफारिश करती है कि वह सभी स्तरों पर विभिन्न विकास कार्यों की प्रगति पर बराबर निगरानी रखने , प्रगति में बाधक तत्वों का पता लगाने और जहां कोई परियोजनाएं रुकी हुई हों ओर उनमें विलंब हो रहा हो वहां तुरंत उपचारात्म उपायों का सुझाव देने के लिए एक राष्ट्रीय सांविधिक निगरानी निकाय की स्थापना करे ? .

This cavalier attitude toward Hedayet's possible membership in al-Gama'a al-Islamiyya fits a pattern of unrepentant sloppiness by the INS that has acquired great national significance. To begin the urgent repair work, the INS must take three steps: Own up to its multiple errors with regard to Hesham Mohamed Ali Hedayet; undertake a remedial campaign to go through its archives and arrest or deport all immigrants with ties to terrorism, and hold accountable those employees who behaved with what appears to be criminal negligence. At a time when Americans are watching corrupt business executives being hauled off in handcuffs, should anything less await an INS staff responsible for allowing into the country the murderers of their fellow citizens? हिदायत के अल गामा अल इस्लामिया की सम्भावित सदस्यता के प्रति आईएनएस का व्यवहार एक ऐसी बिना प्रायश्चित की फिसलन की परिपाटी की ओर संकेत देता है जिसका राष्ट्रीय महत्व है। तात्कालिक तौर पर मरम्मत का कार्य आरम्भ करने के लिये आईएनएस को तीन कदम उठाने चाहिये - हेशाम मोहम्मद हिदायत के सम्बन्ध में अपनी अनेक भूलों का दायित्व ले, उपचार के रूप में एक अभियान चलाकर अपने अभिलेखागार में जाकर उन सभी आप्रवासियों को गिरफ्तार कर वापस भेजा जाना चाहिये जिनके आतंकवाद से सम्बन्ध हैं, और उन कर्मचारियों को उत्तरदायी ठहराया जाये जो आपराधिक लापरवाही के व्यवहार के दोषी हैं।
