The Union Government was obviously emboldened by a strong view in the Central bureaucracy that Delhi should have the last word on requisitioning members of all-India services . केंद्र सरकार केंद्रीय अफसरशाही के इस कड़ै रवैये से भी उत्साहित ही कि अखिल भारतीय सेवाओं के सदस्यों को बुलने के मामले में केंद्र का फैसल अंतिम होना चाहिए .
