In doing so, it cedes to the Serbs several cities, towns and villages that they ridded of non-Serbs by killing some 200, 000 civilians and putting to flight at least 2 million more by engaging in mass rape, murder and other elements of a campaign of terror that came to be known as " ethnic cleansing ."
