He was principal developer of the cosmic ray and radiation belt instruments for Rockoon and the successfully launched Explorers, I, III, IV, VII and, in some cases, their spacecraft structures and subsystems.

The low-cost Rockoon technique was later used by the Office of Naval Research and The University of Iowa research groups in 1953-55 and 1957, from ships at sea between Boston and Thule, Greenland.

During " Deep Freeze III " and the IGY of 1957-58, " Glacier " participated as a launching platform for " rockoon " tests during which balloon-lifted rockets gathered information of interest to the " Explorer " space satellite program.

It is based on the rockoon concept : the first stage of the ascent is conducted by the use of a high-altitude balloon up to 30 km ( 19 mi ), where the rocket platform is ignited and detached from the balloon to insert the payload into orbit.
