On Millstone Point here, where Northeast Utilities had once envisioned building five nuclear plants that would overlook Niantic Bay, 220 engineers and technicians are reviewing the 17-volume " book " for Unit 3, a document known as the Final Safety Analysis Report.

GE and CFE jointly performed the engineering analysis to determine the necessary plant modifications and to support the safety analysis report necessary for approval of the power uprate by the Mexican nuclear regulator National Commission on Nuclear Safety and Safeguards ( CNSNS ).

That set of manuals, technically called a Final Safety Analysis Report, is supposed to be its bible for every aspect of operations, but by 1996, Millstone had made so many adjustments in the 10 years and more that the operation manuals had been in place that it was out of compliance with dozens of standards in them.
