In the political field , British officials and political leaders had discarded the slogan of training Indians for self-government and declared that the political aim of British rule was to establish a permanent ' benevolent despotism ' . राजनीतिक क्षेत्र में अंग्रेज अधिकारियों और नेताओं ने भारतीयों को स्वशासन में प्रशिक्षित करने के नारे को अस्वीकृत करके घोषणा की कि ब्रितानी शासन का उद्देश्य एक उदार , स्वेच्छाचारी शासन की स्थायी स्थापना करना है .

What appealed to Subhas and his group was that from the platform of the Indian National Congress , Aurobindo championed left-wing thoughts and advocated independence when most other leaders would be satisfied with colonial self-government . सुभाष और उनके साथियों को अरविन्द की जो बात बेहद भाती थी , वह यह कि भारतीय राष्ट्रीय कांग्रेस के मंच से वे वामपक्षीय स्वर उठाते थे और स्वतंत्रता की मांग करते थे , जबकि अन्य नेता औपनिवेशिक स्वायत्त शासन के हक में बोलकर ही संतुष्ट हो जाते थे .

These aimed at the expansion of the Legislative Councils and the enlargement of their powers and functions , the appointment of Indian members on the Executive Councils , the creation of such Councils where they did not exist , and the further development of local self-government . इनका मंतव्य था कि विधान परिषदों का विस्तार किया जाए तथा उनकी शक्तियों और कार्यक्षेत्र को बढ़ाया जाए , प्रशासी परिषदों में भारतीय सदस्य नियुक्त किए जाएं , जहां पर ऐसी परिषदें नहीं हैं , वहं पर ऐसी परिषदें स्थापित की जाएं , और स्थानीय स्वशासन प्रणाली का और विकास किया जाए .

In his first speech in the Legislative Council , Badruddin alarmed his British colleagues by hinting that this great scheme of having district Local Boards , with a percentage of elected members , might be only the first step towards a greater degree of self-government for the whole country . विघान परिषद में अपने पहले भाषण में बदरूद्दीन ने अपने अंग्रेज सहकर्मियों को यह संकेत देकर चौंका दिया कि एक निश्चित प्रतिशत निर्वाचित सदस्यों वाले जिला स्तर के स्थानीय बोर्ड बनाने की महान योजना सारे देश के लिए और अधिक व्यापक स्तर पर स्वशासन की दिशा में केवल पहला कदम हो सकती है .

Apart from these enactments in various states , a direction is contained in the Constitution of Indiadn Article 40 which says that “ The State shall take steps to organise village Panchayats and endow them with such powers and authority as may be necessary to enable them to function as units of self-government ” . विभिन्न राज़्यों के इन अधिनियमों के अतिरिक़्त , भारत के संविधान के अनुच्छेद 40 में यह निदेश दिया गया है , ? राज़्य ग्राम पंचायतों का संगठन करने के लिए कदम उठाएगा और उनको ऐसी शक्तियां और प्राधिकार प्रदान करेगा जो उन्हें स्वायत्त शासन की इकाइयों के रूप में कार्य करने योग़्य बनाने के लिए आवश्यक हों . ?

The agreement they signed, the “Declaration of Principles on Interim Self-Government Arrangements” (to use its formal name) inspired widespread optimism that the Arab-Israeli conflict was at last about to be resolved. Other than a hardy band of skeptics, the world saw in the Oslo accords a brilliant solution whereby each side would achieve what it most wanted: dignity and autonomy for the Palestinians, recognition and security for the Israelis. उन्होंने अंतरिम स्वशासन व्यवस्था के सिद्धांतों की घोषणा के समझौते पर हस्ताक्षर किये और इससे चतुर्दिक आशावादी वातावरण व्याप्त हो गया कि संभवत: अरब इजरायल विवाद का समाधान होने वाला है । कुछ आशंकाओं को छोड़ दिया जाए तो ओस्लो समझौते में शानदार समाधान था जहां प्रत्येक पक्ष को वह मिला जो वह अधिकतम चाहता था ।

With his limited resources and in the limited field where he could function , he helped and made it possible for the peasants to build their own schools and hospitals , roads and water-tanks , set up cooperative enterprises and banks and a system of self-government , thus saving them from the extortions of usurious money-lenders and petty lawyers who fatten on litigation . अपने सीमित क्षेत्र संसाधनों की बदौलत उन्होंने किसानों के लिए यह संभव कर दिखाया कि वे अपने लिए पाठशालाओं और चिकित्सालयों , सड़कों और जलाशयों का निर्माण कर सकें , सहकारी उपक्रम और बैंक का गठन कर सकें तथा स्वशासन की प्रणाली विकसित कर सकें ताकि वे भ्रष्ट साहूकारों तथा उन छोटे-मोटे वकीलों के चुंगल से अपने को बचा सकें जो मुकदमेबाजी की बदौलत अपना घर भरते रहते हैं .

” With the profoundest respect , therefore , for His Excellency-in-Council and the utmost confidence in His Excellency 's enlightened administration and undoubted sympathy for the people , with firm conviction that His Excellency is determined to give fair play to the scheme of Local Self-government in the Presidency , I must yet strongly oppose the insertion of such a clause as that , because I think it is radically wrong in principle . अत : परिषद मं महामहिम के प्रति गहरे आदर भाव और महामहिम के प्रबुद्ध प्रशासन और जनता के प्रति उनकी असंदिग़्ध सहानूभूति पर परम विश्वास के साथ और इस दृढ़ विश्वास के बवजूद कि महामहिम स्थानीय स्वशासन परियोजना को उचित मौका देने के लिए कृत-संकल्प है , मै इस प्रकार की धारा को शामिल किये जाने की सख़्ती से विरोध अवश्य करना चाहूंगा क़्योंकि मेरे विचार में सैद्धांतिक तौर पर यह मूलतया गलत है .

Iv The state governments may enact a law-making provision for vesting Panchayats with such powers and authority as may.be necessary to enable them to function as institutions of self-government and 172 OUR JUDICIARY such law may contain provisions for the devolution of powers and responsibility upon the Panchayats with respect to the preparation and plans for eco- nomic development and social justice as may be entrusted to them including those in matters listed in the Eleventh Schedule . राज़्य सरकारें अधिनियम बनाकर पंचायतों को ऐसी शक्तियां और प्राधिकार देने का उपबंध कर सकती हैं जिनसे कि ये स्वशासन की संस्थाओं के रूप में कार्य कर सकें.इन विधियों में संविधान की ग़्यारहवीं अनुसूची में उल्लिखित विषयों सहित आर्थिक विकास तथा समाजिक न्याय के लिए योजनाएं बनाने आदि के जो काम पंचायतों को सौंपे जाएं , उनके विषय में उन्हें शक्तियां तथा उत्तरदायित्वों के न्यागमन से संबंधित उपबंध हो सकते हैं .
