Their recommendations are intended to tone up the administration for economic , efficient and speedy execution of these policies and programmes . उनकी सिफारिशों का उद्देश्य इन नीतियों और कार्यक्रमों को मितव्ययता से , कुशलता से और शीघ्रता से कार्य रूप देने के लिए प्रशासन को सदा सतर्क बनाए रखता है .

Within traditional judiciary it is difficult and cumbersome to deal with these , nor is the judiciary fully equipped to collect material on these and take speedy decisions . पारंपरिक न्यायिक व्यवस्था के भीतर इनसे निपटना कठिन तथा दुर्वह होता है और न्यायपालिका इस प्रकार के प्रश्नो से संबंधित सामग्री एकत्र करने और त्वरित निर्णय लेने में पूर्णतया सक्षम भी नहीं है .

The success of Family Courts depends upon their departing from procedure as in ordinary suits and evolving a procedure that can help to obtain truth and information without much expense and time , thus giving speedy justice . कुटुंब न्यायालयों की सफलता साधारण वादों की प्रक्रिया से हटने पर और ऐसी प्रक्रिया विकसित करने पर निर्भर करती है जिसमें बिना Zअधिक व्यय और समय लगाए सचाई और जानकारी मालूम की जा सके और त्वरित न्याय दिया जा सके .

This enlarges the jurisdiction of the Supreme Court and provides it with very special jurisdiction to hear cases of most urgent nature directly and in its original jurisdiction for speedy disposal . इससे उच्चतम न्यायालय का अधिकार क्षेत्र बढ़ जाता है और उसे इस बारे में अति विशेष अधिकारिता प्रदान करता है कि वह शीघ्र निपटारे के लिए सीधे ही तथा अपनी आरंभिक अधिकारिता में अति तात्कालिक प्रकृति के मामलों की सुनवाई कर सके .

We shall discuss their specific grievances in the next chapter , But it would not be superfluous to say a word about the general problem of the Indian Muslims because very few non-Muslims realise that such a problem exists , much less that it is urgent and demands a speedy solution . हम उनकी विशिष्ट शिकायतों की अगले अध्याय में चर्चा करेंगे किंतु भारतीय मुसलमानों की समस्याओं के बारे के एक शब्द कहना निरर्थक नहीं होगा , क़्योंकि बहुत कम गैर मुसलमान यह महसूस करते है कि ऐसी समस्या विद्यमान है और यह भी कि वह अत्यावश्यक है तथा शीघ्र समाधान की मांग करती है .

Where it was brought to the notice of the court that a large number of men , women and children were detained in jails for years and were being made to wait for trials in courts of law for offences which were trivial and which , even if proved , would not warrant punishment for more than a few months or a couple of years , the court issued directions for speedy trial of the cases and released the undertrials who had already suffered incarceration for the maximum period for which they would have been sent to jail . जब न्यायालय की जानकारी में यह बात लाई गई कि बहुत बड़ी संख़्या में स्त्री , पुरूष और बच्चे वर्षों से जेल में निरुद्ध हैं और उन्हें तुच्छ अपराधों के लिए विचारण की प्रतीक्षा करनी पड़ रही है , जो यदि सिद्ध भी हो जाएं तो अपराधियों को कुछ महीने या दो साल से ज़्यादा की सजा नहीं सुनाई जा सकती , तो न्यायालय ने निदेश जारी किए कि ऐसे मामलों की तुरंत सुनवाई होनी चाहिए और उसने उन विचाराधीन बंदियों को रिहा कर दिया जिन्होंने वह अधिकतम अवधि जेल में काट ली थी जिसकी सजा उनका कथित अपराध सिद्ध हो जाने पर उन्हें दी जा सकती थी .
