In reaction, Jimmy Carter hemmed like Bill Clinton and hawed like John Kerry. He got bogged down in diplomatic details and lost sight of principles and goals. For example, he responded in part to the embassy takeover by hoping “to convince and to persuade the Iranian leaders that the real danger to their nation lies in the north, in the Soviet Union.” He responded to diplomatic efforts like a technician: “It's up to the Iranians” to make the next move, he said in late 1980. “I think it would certainly be to their advantage and to ours to resolve this issue without any further delay. I think our answers are adequate. I believe the Iranian proposal was a basis for a resolution of the differences.” प्रतिक्रिया में जिमी कार्टर ने बिल क्लिंटन और जान केरी की भाँति हिचकिचाहटपूर्ण दृढ़ता दिखाई. वह कूटनीतिक जानकारी में उलझ गये और सिद्धान्त तथा उद्देश्य से भटक गये. उदाहरण के लिये उन्होंने खण्ड-खण्ड में अमेरिकी दूतावास पर कब्जे की घटना पर प्रतिक्रिया की और आशा व्यक्त की कि वे ईरानी नेताओं को समझाने में सफल हो जायेंगे कि उनके देश को असली खतरा उत्तर में सोवियत यूनियन से है. उन्होंने तकनीकी अन्दाज में कूटनीतिक प्रयासों पर प्रतिक्रया की कि अगला कदम उठाने की जिम्मेदारी ईरानियों पर है . उन्होंने 1980 के अन्त में कहा “मुझे लगता है कि बिना अधिक देर किये मुद्दे को सुलझा लेना हमारे और उनके दोनों के हित में होगा. मुझे लगता है कि हमारा उत्तर पर्याप्त है. मेरा विश्वास है कि ईरानी प्रस्ताव मतभेद को मिटाने का आधार है.”
